ประวัติความเป็นมาของกองทุนธรรมรัตน์
เนื่องด้วยการศึกษาของพระภิกษุสามเณรในปัจจุบันยังขาดการสนับสนุน และอุปถัมภ์บำรุงด้านการศึกษาเท่าที่ควร เพื่อเป็นการส่งเสริมและสนับสนุนสร้างบุคลากรทางพระพุทธศาสนาทั้งในและ  ต่างประเทศ
การจัดตั้งกองทุนธรรมรัตน์นี้โดยการบริจาคทุนเริ่มต้นของพระเดชพระคุณพระวิเทศธรรมรังษี (สุรศักดิ์ ชีวานนฺโท) ประธานสงฆ์วัดไทยกรุงวอชิงตัน ดี.ซี. จำนวน ๑๐,๐๐๐ บาท ในต้นปี พ.ศ. ๒๕๔๓ และในปลายปีเดียวกันนี้เองท่านได้เพิ่มให้อีก เป็นจำนวนเงิน ๑๒๐,๐๐๐ บาท
พระมหาถนัด อตฺถจารี และ พระปลัดอำพล สุธีโร พระธรรมทูตวัดไทยกรุงวอชิงตัน ดี.ซี. ได้ประชาสัมพันธ์เชิญชวนท่านผู้มีศรัทธาได้ร่วมบริจาคทุน จัดตั้งกองทุนขึ้นโดยพิจารณาเห็นสมควรตั้งชื่อทุนว่า "กองทุนธรรมรัตน์" (Dhammaratana Fund) ซึ่งขออนุญาตใช้นามสกุลของหลวงพ่อพระวิเทศธรรมรังษี(หลวงตาชี) เพื่อเป็นเกียรติและศิริมงคลเนื่องในโอกาสได้รับพระราชทานสมณศักดิ์เป็นพระราชาคณะที่ "พระวิเทศธรรมรังษี" เมื่อวันที่ ๕ ธันวาคม ๒๕๔๒
กองทุนธรรมรัตน์ ได้เริ่มก่อตั้งมาตั้งแต่วันที่ ๑๗ มีนาคม พ.ศ. ๒๕๔๓ ณ โรงเรียนพระปริยัติธรรม วัดโสมนัสสันตยาราม ๑๙๙ บ้านค่ายเสนีย์รณยุทธ ต.หนองขอนกว้าง อ.เมือง จ.อุดรธานี ๔๑๐๐๐

วัตถุประสงค์
เพื่อสนับสนุนเป็นทุนการศึกษาต่อเนื่องแก่พระภิกษุสามเณร ผู้ประพฤติดี แต่ขาดแคลนทุนทรัพย์ และมีความตั้งใจเป็นศาสนทายาททำงานเพื่อพระพุทธศาสนา
เพื่อส่งเสริมสนับสนุนงานด้านการเผยแผ่พระพุทธศาสนา
เพื่อส่งเสริมสนับสนุนงานด้านการศึกษา ค้นคว้า และการจัดอบรมต่าง ๆ
เพื่อส่งเสริมสนับสนุนและให้กำลังใจแก่บุคคลผู้ทำดี
เพื่อส่งเสริมสนับสนุนงานด้านบำเพ็ญสาธารณประโยชน์อื่น ๆ

วิธีการบริจาคตั้งทุน
๑. บริจาคตั้งกองทุนการศึกษาต่อเนื่องอุปถัมภ์เป็นรายปี ปีละ ๑๐๐ เหรียญ เพื่ออุปถัมภ์พระภิกษุหรือสามเณร ๑ รูป โดยคณะกรรมการกองทุนจะเป็นผู้รับผิดชอบในการคัดเลือกพระภิกษุหรือสามเณรที่สมควรและจะได้ส่งจดหมายติดต่อถึงเจ้าภาพผู้ให้ความอุปถัมภ์ไปจนกว่าพระภิกษุสามเณรรูปดังกล่าวจะเรียนจบตามสติปัญญาความสามารถ ถ้าหากเจ้าภาพทุนไม่สามารถอุปถัมภ์ต่อเนื่องได้ทางคณะกรรมการจะนำกองทุนกลางหรือกองทุนของเจ้าภาพอื่น ๆ มาช่วยสนับสนุนต่อไป
๒. บริจาคตามกำลังศรัทธา เป็นกองทุนกลาง เพื่อนำเงินไปเป็นค่าใช้จ่ายกิจกรรมต่าง ๆ ที่ทางคณะกรรมการพิจารณาเห็นสมควร
กองทุนสนับสนุนกิจกรรมต่าง ๆ ดังนี้
๑. โครงการทุนการศึกษาต่อเนื่องแก่พระภิกษุสามเณร เพื่อเป็นศาสนทายาทสืบอายุพระพุทธศาสนา
๒. โครงการถวายอุปกรณ์การศึกษา ยาและภัตตาหารเพลแด่พระภิกษุสามเณร โรงเรียนวัดโสมนัสฯ
๓. โครงการบรรพชาสามเณรและอบรมเยาวชนภาคฤดูร้อนช่วงเดือนเมษายนโดยจัดอบรมธรรมะแก่เยาวชนทุกปี
๔. โครงการสงเคราะห์ประชาชนผู้ต้องการเลิกดื่มสุราและยาเสพติดทุกชนิด ทางวัดฯให้การบำบัดรักษาโดยให้ดื่มยาสมุนไพร และให้ปฏิบัติธรรม
๕. โครงการศูนย์การเรียนรู้ชุมชน เปิดเป็นห้องสมุดเพื่อให้พระภิกษุสามเณรและประชาชนมาใช้ในการค้นคว้าหาความรู้
๖. โครงการข้าวก้นบาตร หยาดพระธรรม ด้วยการนำข้าวบิณฑบาตที่เหลือสำหรับพระภิกษุสามเณรและนำเงินไปจัดทำอาหารกลางวันเลี้ยงนักเรียนที่ยากจนพร้อมกับแจกประชาชนเป็นการอนุเคราะห์ช่วยเหลือสังคม
๗. โครงการก่อสร้างห้องเรียน และที่พักพระภิกษุสามเณร ซึ่งอาคารเรียนของโรงเรียนวัดโสมนัสยังไม่เพียงพอ  จึงได้จัดหาทุนเพื่อสร้างห้องเรียนและที่พักสำหรับพระภิกษุสามเณรนักเรียนเพิ่มเติม
๘. โครงการจัดพิมพ์สื่อธรรมะเผยแผ่เพื่อเป็นธรรมบรรณาการแก่ผู้ที่สนใจ จัดทำ Homepage, จุลสารราชพฤกษ์ (แจ้งข่าวสารของโรงเรียน), หนังสือธรรมมะ เป็นต้น

         
To promote the higher education of both  monks and  novices, educational support is need for their continued development.  In order for their educational level to reach the appropriate level, monetary aid is needed from Buddhist who live within in Thailand and also those abroad. 
A fund was established for this very purpose by the Abbott of Wat Thai D.C. when he initially donated ? 10,000 in the year 2000.  He then later added to this fund and additional ? 120,000 as of 2003. 
The Buddhist ministry is encouraging its followers to donate to this fund raising initiative.  The Abbott was asked if this fund could appropriately be named after him, thus carrying his last name in the official name title, “Dhammaratana Fund”.  Also, the Dhammaratana Fund was established on the special occasion in which the Abbott was promoted by His Majesty the King Bhumibol Adulyadej (Rama IX), the Great.
The fund was establish on March 17, 2000 at the Phrapariyatidham  School, which is located within Wat Somnutsuntayaram <insert address>

Objectives:
To serve as a continued support program for the complete education of monks and novices – Educational support candidates are selected that exhibit exemplary characteristic in both academic performance and have a dignified temperament.  Candidates must have a demonstrated need for financial support and the capability to excel scholastically.  Teachers select the candidate(s) at the end of the school semester.  Selected candidates must also be willing to dedicate their life to the teaching of Dhamma (the doctrine of the Lord Buddhism).
To support the propagation of Buddhism – Funding is used to purchase support materials (e.g. texts, media related items, etc.).
To support educational activities – Educational activities such as research activities, seminars, workshops, and retreats are afforded through this fund.
To support temple devotees/volunteers – These are devotees that volunteer their time and efforts to support the temple and it followers. 
To provide support to public outreach efforts in the local community – Occasionally, public outreach efforts are conducted in support of the local community (e.g. funeral proceedings, road construction, and other social services).

How you can help:

Benefactor program – Donate yearly to the fund in the amount of $100.  A pledge of $100 is all that is required to support one individual’s educational needs for one year.  The committee that chairs this fund is responsible for selecting the candidate.  It is common that the benefactor and their beneficiary will communicate via letters.  The candidate that is chosen for sponsorship maybe be at any of following education levels: high school, undergraduate, or graduate.  The pledge is expected to be renewed each year until the beneficiary has reached the appropriate education level.  If support must unfortunately be discontinued, the committee will select a new benefactor to support the remainder of this beneficiary’s education.
General sponsorship – Donors can also donate in a spontaneous fashion.  These funds will be added to the general fund and used to support the various other efforts, or for the continuation of support for a beneficiary who has lots their benefactor.

This fund will support the following activities:
The continued education of the monks and novices
To support the educational, medical, and nutritional needs of the members of this program
To support the summer novice ordinance program – a youth program for children that are typically ordained for one month in the summer time
To support the alcohol and substance abuse rehabilitation program
As a charitable donation to support the local public library, which is frequented by monks, novices, and community members
To support the student lunch program
To support lodging and other necessities of resident monks and novices
To purchase books and other media related materials (e.g. office supplies) useful for publication and public relations efforts.  This promotional material helps raise awareness of the programs offered at the temple
